 Рабочая программа, принятая на министерской конференции ВТО в г. Доха, в ноябре 2001 г, положила начало новым многосторонним торговым переговорам по ряду вопросов, в т. ч. по сельскому хозяйству, доступу на рынки несельскохозяйственных товаров, услугам, правилам (антидемпингу, субсидиям и компенсационным мерам, рыбным субсидиям и региональным торговым соглашениям), упрощению торговых процедур (уточнению статей V, VIII и X ГАТТ-1994), охране прав на интеллектуальную собственность и улучшению механизма разрешения споров в ВТО
